Citation Payments
The registered vehicle owner is ultimately responsible for a parking citation (including lost, stolen or damaged citations) whether or not the owner was operating the vehicle at the time of citation issuance.
Citations are delivered by placing them on a vehicle, by email (for registered vehicles), and/or by postal mail. Citations must be paid within 7 days of citation issuance. Payments should be made online through the . If fines are not paid or appealed within 7, a HOLD will be placed on a student account, or a possible wage garnishment for KSU employees may occur.
Appeals
All appeals must be made through the and received within 7 days of citation issuance. Appeals cannot be made by email, phone, or in person. If a citation is appealed within 7 days, any associated fines will be frozen until the appeal is adjudicated. Fines will not be transferred to Banner, nor will they become due during this period of review. Citations older than 7 days cannot be appealed.
Appeal Approved: The associated citation will be voided, and any associated fines will be reduced to $0.
Appeal Denied: The associated citation stands, and the initial fine remains the responsibility of the registered vehicle owner.
Appeals based on the following are NOT acceptable and may be dismissed:
- Lack of knowledge of Parking and Transportation’s Rules and Regulations
- Inability to find a permitted parking space
- Operation of the vehicle by another person
- Failure of enforcement staff to ticket for similar offenses
- Inability to pay ticket fine(s)
- Inclement weather
- Tardiness to class, meeting or other campus appointment
- Someone other than a Parking and Transportation employee providing instruction to park
- Lack of a valid parking permit by a student, faculty or staff member
- Unauthorized parking in handicap spaces/blue striped areas, grass/landscape, sidewalk or any other unmarked area
- Only parking in an unauthorized area for a short amount of time
- Failure to observe posted signage
- Parking in a fire lane or in front of a fire hydrant for any reason
Visitor Appeals
All visitor appeals may be appealed through the within 7 days of citation issuance. If a citation is appealed within 7 days, any associated fines will be frozen until the appeal is adjudicated. Fines will not come due during this period of review. After 7 days, the citation may no longer be appealed.
Appeal Approved: The associated citation will be voided and any associated fines will be reduced to $0.

Citation Collections and Vehicle Tracing
All unpaid citations are subject to collections and/or University policies. Citations for vehicles not found in the KSU Parking Database shall be traced through the appropriate state's Department of Motor Vehicles (DMV) or Department of Drivers Services (DDS). Owner's addresses will be obtained for collection purposes. Any corresponding fees associated with tracing vehicles will be passed along to the respective vehicle owner.
